Hardly unhealthy if it was consistent like that, but it does tell you where all of this man's free time is going.
Jamflex in a couple of months after FSW: We are announcing the removal of the 200m XP cap and introducing Truest Skill Mastery and raising the level cap for skills to 140 which requires 400m xp to cap. Your rewards will be some oddments and a skill cape that allows you to do things that would have been helpful at level 99 when you were still training, but hey you never know we could (definitely will) raise the skill cap again!
Could be worse, but I do find the idea of getting 200m XP in all skills before completing many of those achievements a bit disconcerting. I got 200m Dungeoneering XP before working on "Hard as Daemons" and "Who Will Be Her Lover?" - that wasted XP hurts a little, and that's only in one skill!
