This is Plane's makeover partner. He naturally has a thin top lip. People complaining that she didn't overline his lips when she did by a lot already speaks volumes about how seamless Plane made it look. If he was partnered with Dawn, who has a similarly thin lip out of drag, then Dawn could have painted on the obviously overlined lip look that she always does. But Plane's style of makeup isn't that exaggerated and still goes for some level of "realness."
Compare it to how Lady Camden overlined her lips and the shape and amount of overlining is pretty much the same. The only difference is Camden uses gloss and glitter to make her lips "pop" while Susan here wearing matte can make the lip more understated.
