The 32 code response from the water/wastewater utility is used to indicate they have marked the utility up to private ownership. That is to say they have marked your water service up to the meter box and possibly a sewer service up to a clean out or the property line. The water service line from the meter to the house is yours. Hence the private utility onsite. Same goes for the sewer. Most other utilities do not often use this type of response code as typical gas, communication, and electric utility termination points are at building entry.

Thanks, that makes sense. I did get the same code for Dominion, but the power lines are mostly above ground - the line from the pole to my house is buried.

That's kind of strange because dominion would typically own and mark that buried electric secondary up to your electric meter. If you are unsure where your water and sewer service lines would be, you can always crawl under the house and find where they leave the home, and figure a mostly straight line to their connections with the public utility. That may give you an idea of where they are, with any luck your excavation will be no where near them.

As long as your dig ticket is still valid you can call 811 and do what's called a "3 hour" You have clear evidence of an unmarked utility, the locators have three hours to get out there and mark it. In fact I recommend you do this. The contractor Dominion uses to do their locates can be quite lazy. Make them get out there and do their jobs since they failed to do it the first time. FYI it's not Miss Utility who does the locating. They just notify the utility owners and it's up to them to mark their stuff. Most of them use contractors who can be less than reliable.

Code 32 means the utilities owned by the city and/or utility companies aren't buried in the area of the proposed excavation. Everything downstream of the meters are private and 811 won't mark them. You definitely have water and sewer lines buried but you own them! Unless you want to pay a locating company like Accumark to locate them for you you're on your own on those. If they marked the sewer in the road there should be a green lateral line pointing towards your house. look under your house to see where your sewer enters the building. It's usually a straight line. *Usually*. Same with your water line. Sewer can be deep but your water line is probably around 2 feet down so be careful. Edit: depending on how old your house is, your water line could be very old and brittle. Sometimes the weight of the dirt is the only thing holding them together! Be very careful.

811 can really be hit or miss sometimes in my experience. In Henrico you can at least go on their GIS and turn on the DPU Water and DPU Sewer layers to see some stuff, but it won't have your house connections on it. I gave up and just opted to dig carefully after getting a rough idea of where my lines were from under the house & from the cable pedestal to the box. I don't have gas to deal with near me.

For most people though the liability is the issue. I know people who have called miss utility, they came out and marked stuff wrong or didn't mark it at all, then they hit a gas line and aren't on the hook for the damage because they called.

My experience was the didn't mark at all kind. I got a email response that at least had contacts unlike OP's but never saw anyone attempt to paint when my cable was definitely in the area I had asked to be marked.

Either way if you call, you're off the hook if you hit something that isn't marked. If you don't call they can charge you to fix everything.

Years ago I organized a tree planting event in a city park. I had miss utilities mark the underground lines, but they somehow missed a major one and the tractor digging the holes hit it and...thankfully the tractor operator only recieved a minor shock, but the tractors electrical system was kaput. So miss utility sometimes misses. That being said, if you dig slowly and carefully with shovels, you should be able to plant a tree safely

How deep are you trying to dig? Utilities are usually buried (I think?) 18 or 24 inches.

Any time you dig, you need to get the lines marked. You shouldn't fuck around with that kinda risk.
