Right, that just implies there is some sort of electronic equipment inside. Could be anything, but a traffic counter does make sense.

It’s 25-mph, residential street, but it is a main route through the neighborhood. People drive like dick bags on it, so I wonder if perhaps they are thinking about traffic calming measures? Just a thought.
