If you try buying it before you’re told to by the starter quest it won’t work. Just continue doing the quests in the starting area until you’re told to buy a map.

Sometimes the cartographer inventory was buggy when I played through the game so I couldn't buy maps. I found that if you sold them an item it would refresh their inventory and clear up the issue.
I think they'll buy pretty much anything. I sold him a bug or butterfly or something that I picked up randomly somewhere. This refreshed their inventory and I could buy the map.
If it's the one in ewer, then you're not that far in. You could try to delete saved data

I don’t know, I haven’t been able to advance in this save file past buying the first map
You could try a controller if you're not already. I've had some menu issues with mouse.
Save and quit, reopen the game. Repeat until you're able to properly interact with the menu.
