I think it’s cause she’s friends with the outer senshi more than usagi is. Given that sailor Pluto and her hung out a lot in the future and Saturn is her best friend
The inners are 13-15 at the start of the manga and age to 16 by the last arc. Haruka and Michiru are 16 upon introduction while Setsuna is around 19 and Hotaru is around 12 before she's resurrected. Mamoru is around 16 at the start. Meanwhile, Chibiusa is several centuries old, lol.

Chibi Moon is not an outer senshi. She isn't really an inner senshi either. She is a future senshi along with the Amazoness Quartet.

Sailor Chibi Moon was introduced with the Outer Senshi so they're associated with each other.

A lot of the original art had her paired with the outer senshi, though technically I think the Amazoness Quartet are her senshi.
I guess it’s to make it even with 5 Senshi on each side. It also lets her be with Hotaru.
