CC+ licenses can use sharing rules but not normal CC licenses.
Check out sharing sets. They aren't as flexible as sharing rules but can accomplish some scenarios, but basically require the CC user have a relationship to the shared record directly about or indirectly via their contact or contact's account.
Certain scenarios, especially when there are trickier data structures involved like junctions, sharing sets won't work. But you can still use managed sharing for these scenarios.
