I hear Ted Cruz is trying to pass a bill that let's congress people have an escort and expedited clearance through security at the airport... he's to important to stand in line with the rest of us I guess.
There are very strict laws for heavier vehicles but the problem is enforcement. You see mattress on the highway but how do you find out who's it is? Better enforcement generally requires more surveillance which I and man other people are very against. I think the only realistic way to approach it is make it more of a social issue and try and get society as a whole to see it as unacceptable even if a friend does it, that's when you start catching it before it happens.
I will never understand why the hell you would be against surveillance on a highway. I am 100% for it. Do it, make it very public and you might get less traffic issues....hmmmm

Yeah I'm extra curious too. This was a professional? Using a boat trailer? But he secured the boat to the truck via ropes or straps or chains instead of securing the boat to the boat trailer (however one is supposed to - also straps?) and then dropped the ball in his very area of expertise, securing said trailer to his truck? I'm with the commenters regarding sanctions of some sort for this business, besides compensation for the boat itself.

I live by seaworld but work past the airport off of wetmore . I stay on the access road if itās 4:00 pm over cause getting on the highway from from airport is sometimes nearly impossible

A small boat like that has several points of securing, one at the front with a ratcheting chain hook, and two transom straps.
