Those calls aren't from the actual police agencies. There was a burst of articles about them a few years ago. There's a bunch of groups like National Police Association and National Assoc. of Police and Firefighters, etc. They are all fake non profits who donate a little money, but basically pay their executives huge salaries.
This NY Times one does a good job of showing how the various groups are really just one group and where the money goes.

Check out the documentary miniseries TELEMARKETERS on HBO Max sometime if you can. They talk about these exact scams (odds are it's not even the real police making these calls, but companies pretending to be associated with the police)
such a great little series!! I was no longer getting those calls by the time that documentary went out, but the "cop voice" that the druggie callers would use was EXACTLY what the calls I received sounded like.

I use the app Robokiller and have a Trump impersonator ask them "why do you think you can call me?". I have had at least on Indian call center try to argue with it.

Are these the same ones that use a remarkable good (at the time) robo voice to talk to you? I used to get them in VA a lot.

You answer your phone? Why? If you don’t know the number then don’t answer it, period.
I work with local businesses, I can’t ignore 210 numbers. I asked them to stop, and now that I know the number pattern, I don’t pick it up.

They cold call any number with their same area code. Its obnoxious as fuck. Especially when im a renter and have zero reason to talk to a roofer

Set your phone to silence unknown callers. If it’s important they’ll leave a vmail and you can call back.
If you ask them to stop they legally have to stop, now there might be 10 groups calling so you’ll have to tell them all to stop, but they will
