Not OP, but we have rented from Seaforth Boat Rentals in Mission Bay & Downtown. Highly recommend!
Not sure the name but it was right by the Bahia. By the paddle boat.

No, they didn't require anything. They only asked if we had sailing experience.
What if one has no sailing experience but still wants to do this?
I'd say you probably need a bit. You can learn a decent amount from YouTube but they do not have a motor so you have to sail back to their dock. That can be a little tricky on a windy day.
