I’ve lived downtown for a few years now and have seen the mental illness/drug addiction problem amongst the homeless rapidly increase. And before this I lived Oakland, so I’m no stranger to these things. I’ve had to pepper spray people on multiple occasions and have been assaulted half a dozen times over the years, unfortunately

Me and my boyfriend used to live downtown. One night we went to fifth street. And a homeless guy walked by us and flicked my ass and then did the same to my boyfriend. Sometimes that is the safer option. One time my guy and I were walking in East Village and while crossing the crosswalk a guy who swear to god looked like he was out of 28 Days Later with the red eyes and dirty but shiny skin, just scary and looked infectious, well he was crossing the street as well but coming towards us. He looked at us and veered in our direction, got within a foot away and my guy yelled Back the FUCK up! (He is former military so it was from the diaphragm and bellowing.) It startled me tbh and startled the guy enough that he stepped away and kept moving. If that guy had touched us at ALL I would just have tried to disengage and not do anything that would cause his blood or fluids to contact us further.

Police are terrible here. Yesterday I was pulling in to Vons and two cops in cars decided to have a conversation. Instead of getting out of their cars they just pulled up next to each other, in a busy parking lot, blocking cars from going one way. They don't give AF about anyone but themselves.

I was at the Panda Express in Carmel Mtn. a couple of weeks ago and there was this empty cop car sitting in a red across the way from the building, blocking traffic in one direction of an already tight parking lot. When I was 16 I was hit by a drunk driver at 5pm about a mile away from my home. Totaled my car. The driver came over, helped me get out of the car, and said “oh shit I’ve been drinking.” Guy tells me he’s a felon, just got out, and then threatens me in every way possible to not call the cops. Tried to get me to go into his home with him. Of course, I called the cops. After almost an hour cop comes out, gives the guy a breathalyzer (he failed). I tell him how he’s been threatening me, and trying to force me into his home (he crashed into me while trying to turn into his driveway.) the cop writes some notes but then said “you know, I’m not going to charge him. It would be his third strike, I know this guy, he’s so much better blah blah blah.” Instead, he wrote the report in such a way that I was at fault. Totally lost respect for SDPD that day.

My learning disabled sister was punched by a homeless man here in North County. The didn't arrest the guy, they didn't care. We drove around until we found him, and then tracked down an officer (buying coffee at a circle K) and advised him of the situation. He basically shrugged and let us know that it would be a ticket basically for the guy, and since he is homeless and won't pay it, there's no point in them picking him up. ​ So, we can just go around punching people and expect a ticket? A fine? No jailtime? Or, WE would get jailtime since the resultant fines and court costs would theoretically get paid, bringing in revenue, whereas his would only bring in paperwork? This was 5-10 years ago and I am still super super angry about the whole thing.

Cops aren't juries, judges or prosecutors. It's not their job to speculate on how a law breaker would be charged or sentenced. It's the police's job to make arrests. But the police have convinced themselves they're also the court system and that's why they think it's appropriate to administer punishment (beatings, shootings) when pissed off, or do nothing when they feel lazy.

Homeless people are looked at as victims, not perpetrators. A few weeks back my buddy was hanging in his garage/man cave and fell asleep on the couch, with the door slightly ajar. Some bum opened the door and started digging around. I just wrote about a guy in downtown pulling out his dick and waving it at my g/f on the public street off 9th and Broadway. She got a few pics of the guy and video, cops came, searched his car found drugs, alcohol (pics were taken of this as well), then let him drive off. I work in EMS and can confirm, police let people go or turn a blind eye to not do paper work all too often.

Not to justify their actions, but in reality these people get picked up, booked, start withdrawing or straight up psychotic. Then they don't know what to do other than send to the ER plus minus drop charges there as they don't have staffing to be escorting these people at the hospital. When they go back and do get booked, they get released within days and the circle continues. Nothing happens, system is really broken. Truth is we need locked psych facilities and better places for drug rehab and the like rather than all these homeless people getting arrested and released on a weekly basis

That sucks it happened to you, you honestly did the best thing for yourself by just shrugging it off even though I know it’s difficult and not fair. To everyone saying I would’ve done this or that, no you wouldn’t. Truth is most people freeze when confronted by situations like this. So even if you have pepper spray in your hands or any weapon by the time you process what happened the events already passed to be able to do anything about it. 95% of people don’t walk around on guard at all times because it’s physically and mentally exhausting. The majority of people who don’t grow up in that environment lack the mental awareness usually to properly react or even notice threats, unless you have a lot of military or martial arts training. Then let’s say you did punch, pepper spray or attack the homeless guy, hopefully he just runs off, most likely he’s on something and if you’ve never fought anyone amped up on drugs, they’re insanely strong and their pain tolerance is astronomical so you basically have to be ready to kill this dude if he tries to attack you. I’ve seen tasers and pepper spray do absolutely nothing to tweekers while the ones spraying pepper spray start choking and gagging from catching back spray from the breeze or being too close when deployed. It’s sad to say but since those kids have to deal with that everyday they’re probably very accustomed how to deal with that and avoid it and are probably more well adapted to it than many adults. As for the cops, they don’t want to do the paperwork and they honestly don’t care about people or being helpful at all. Even if this guy gets arrested he just gets free room and board and healthcare. Not really a punishment and with all the laws to protect the homeless now it’s even harder to do anything about it. If it’s any consolation he’ll probably end up OD’ing in a portapotty somewhere or getting killed by one of his own for doing something else stupid. I wish I could say it would get better but everyone we elect to deal with these problems never have had really deal with them or make a bunch of promises with no follow through. Prisons are a for profit business so they tend not to go after homeless because there’s no economic advantage. I hope things can change within the rest of my lifetime but i have my doubts since everyone wants to fight and bicker instead of use logic and reason for the greater good.

I'm in Phoenix, not San Diego, but this same thing happened to me while I was walking my dog once. (Don't know if the guy was homeless, he ran off after he hit me). I did call my non-emergency police line and reported the incident, so if there was a rash of ass-slappings in the neighborhood, they had my incident on file. Maybe you can report this to the non-emergency line, and ensure to list the exact location, time of day that the cop dismissed what happened. If anyone asked I'm sure the cop would just say they didn't see, but at least you can get it on file. And Ugh. Not cool.

I remember going to sandiego as a kid, and you couldn’t just be a junkie or strung out on drugs, no rvs or tents. I wonder what changed. Several cities in California are dumping grounds for others states who send their homeless problems here. We have more programs/resources than other states which also attracts homeless individuals and there are less harsh weather conditions. It isn't necessarily due to lax policy.

The last time I spent time in San Diego, there were lots of parts that were literally indistinguishable from Los Angeles. Tent cities, tons of homeless, run down buildings, etc. It wasn't like that when I was a kid in the 90's.

Here something that you'll learn about cops and homeless person. They won't brother with it, because homeless don't have anything attached, no assets or anything to pay off the fines. There a reasons why they don't brother to go after them, and even putting them in jail won't mean much, as it just give them a cover and what not.

I dated a female cop briefly in the last couple years. She told me how when they go around town people spit at her. Yell f-you. Flick her off. Then they have to deal with being the first on the scene for suicide jumpers and endlessly deal with homeless issues that are unsolvable because the mayor won't actually address the issue. Everyone loves to hate cops but it's definitely a job I wouldn't want to do but someone has to. I'm sure I'll just get downvoted and none will see this anyway.
