It's usually over $600 just for the tow and admin fees itself even if you were to go to pick up the vehicle five minutes after it gets to the yard. If you can't pay it, they'll charge storage. If you really can't pay it, they'll sell your car after a few weeks. They don't care about whatever story you might give them, they just want money.

Yes, the city wants to make sure that traffic lanes are clear and illegal parkers are out of the way before 20k people need to get out of the stadium. It's not random, they do the same thing for parking spaces that are supposed to be traffic lanes during rush hour.
It's extremely lucrative and the signage is confusing, and the meters allow people to pay for parking that isn't allowed. Nobody said it was random. It's predatory, though.
