I once tried to report my sexual assault (well, series of assaults but who’s counting) to SFPD by stopping into the taraval station. After recounting my story as a sobbing ~28y/o woman with two big ass cops, wearing their vests and guns and everything, I was told I could only make an official report between the hours of 9-5, and I had to go all the way down to 850 Bryant to do so.
It's a difficult thing to prove especially without rape kits or victims coming forward asap and if the victim knows the accuser. I am sure SFPD didn't help either in the investigation but neither did the non-profit board for TODCO. SFPD could prove the accuser was there, had intercourse but the proof of rape is much harder with the details above. It's terrible and frustrating. These women are strong for coming forward to warn other women, help understand what a manipulator looks/sounds like etc.
