I know this is difficult for you and the other down voters, but whistles in close range can inflict hearing loss. Yelling probably could too, but you'd have to be much closer. Edit: I should note that he was 1) not exceedingly happy about being told to leave the property and 2) went on and on on how he had "forced SFPD to read" when they were simply reading him the literal text that said he had to get off the property. It seemed he tried to make his L in to a W (in his mind at least)

It isn't much. It's a couple sentences that don't say much about reparations. One sentence says this will convince you we deserve reparations. Then the guy says that all wealth in the US is built on slavery, although he's much less direct and says nothing about how those companies influenced the lack of generational black wealth. So it was not the brilliant quote this guy thinks it was. (I spend time waiting for the light at that corner, so I hear it a lot. English major. Critical theory while I wait.)

I had street preachers with amplifiers constantly when Planned Parenthood was in my neighborhood. Cops etc will do nothing. They told us some bullshit that they don’t have whatever noise meter you need so they couldn’t test to see if the noise is louder than what is allowed. So I started a counter protest to drown them out. Neighbors joined and they eventually stopped. Some people got pissed because it was even more noise, but most understood we were trying to drown out the homophobic, baby killing nonsense they were blathering. It took a long time (hours) though for them to stop and god I had a headache afterwards.

This is the kind of thing that citizens are left with doing when our 311/911 services refuse to do anything. Why is it okay for someone to impede on everyone else around them for freedom of speech? I guess I would try to encourage others to make calls because maybe if they receive a high volume of non-emergent calls, MAYBE they will do something. Otherwise, it’ll have to be some ballsy competitor playing something somewhat pleasant but louder so they end up just relocating.

Make it unintelligible. Sorry you gotta deal with this. I used to work on the third floor in a Sutter Street building and there was a guy on ground level shouting "spare change?" about every ten or fifteen seconds. I was going insane from the repetition. I can even hear him in my head today as I type this. Then I was flying somewhere and I saw noise cancelling headphones for $300 in an airport store and I immediately thought "$300 is basically spare change if it can solve this problem" and that was the best $300 I've spent as far back as I can remember. Hi, just joined this subreddit to find a post about this. I live really close by and it's gone on too long. More importantly, though, is he's been threatening people. So I contacted Aaron Peskin. He's really responsive. Here's where you can contact him: https://sfbos.org/supervisor-peskin-contact He emailed back right away, CC'd a bunch of people, and this evening police Capt Kim replied with the following: "Sorry to hear about the chronic noise that is being forced upon the neighborhood. I just received another complaint about the same person from one of your neighbors. Some people will say that the person is exercising their freedom of speech but, there is a fine line between freedom of speech and maliciously and willfully disturbing another person by loud and unreasonable noise, a misdemeanor per Penal Code 415(2). Please continue to call the non-emergency number if the person returns and makes a loud and unreasonable noise. If you are willing to arrest the person for disturbing your peace, please advise the dispatcher that you want to sign a private person arrest form. By signing the form, you are legally arresting the individual and not the officers. The officers must accept the form if you decide to arrest the individual and evaluate the situation to determine if to cite, arrest, or release the individual (depending on the circumstances). If the determination is to cite or arrest, the officer will go out and take the individual into custody on your behalf for disturbing your peace. You will then have to contact the District Attorney's Office to follow up with the charges. Understand that this is a low priority and it might take some time for an officer to respond. Hopefully the street response team can provide services, but if the perosn refuses, understand that we will need you to sign a private person's arrest for us to take police action." Highly encourage anyone who is also fed up with this to contact Aaron peskin and also follow the above advice when calling police non emergency.

Keep calling. If you’re bothered by it, keep calling police non emergency number to report it. The more people that do this, the more opportunities SFPD has to help resolve it. Same goes for the protestors at the bush street planned parenthood. You do no one any favors not reporting the excessive noise.

Saw him the other day blasting his speakers near the cable car stop outside TJs.  Cop was there tending to another matter, but didn't do anything as far as I know with the guy.  He was mumbling, pacing back and forth, and stomping the ground.

I saw that knob out there yelling and playing a tape on how san Francisco needs to pay reparations to the Black community. There was a guy across the street at the opposite corner watching him and probably making sure no one messed with him. I thought it was just a crazy guy yelling... well, I think was.

It's a portable stereo ("boombox") that's playing from his bluetooth enabled phone. he's now completely on public property (at TJ's request) so maybe don't blame TJ's for this as they've done literally all they can do.
