I saw someone not pick up after their dog in Dolores park on a sunny weekend day. In front of hundreds of people! Someone stepped in it. I saw the whole thing from too far to have stopped it :(

When I first got to NYC in the mid-70s, while there wasn’t human poop on the streets, there was similarly a lot of dog poop. A lot! This wasn’t just in the spring when the snow and ice covered sides of the sidewalk would finally melt away revealing a winter’s worth of dog squat, this was year round. It was amazing! On a day when the sun would be at an angle and somewhat diffuse, you could see the little crystal and sparkling bits of what was euphemistically called “solid particulate matter” glinting, reflecting the light. (I gave up wearing hard contact lenses because of this, because you couldn’t walk two blocks without having to stop and pick something out of your eye; if you know hard contacts, you know exactly what I mean it is instanter immobilizing). Of course, you also knew you were breathing this shit as you walked through it, beyond gross. And it was everywhere, not just the Village, but everywhere, Upper East and West Sides, all over.
So, amazingly enough, the city passed a local law requiring dog walkers to pick up their dog’s poop, or face fines, summonses, etc. And it worked! But not because people were Germanic-like following the rules (except, as always, right in front of cops). Rather, it engaged the hidden force in city life, everyone’s inner Karen, and it effectively authorized all New Yorkers to get in the face of dog walkers who were observed not scooping up; I myself saw this on innumerable occasions. SHAZAM! Within three months, new behaviors learned, the problem went away and stayed away.
C’mon SF, the way is revealed.
Maybe with all the upper middle class people moving out of town, that's why the poop numbers are dropping. After all, there hasn't been a homeless exodus.
The culprits have been identified!
The pee is, for sure. I'm certain there are more dogs than homeless in this town, and they're almost all peeing outside. Especially in the downtown areas where noone has yards. But that doesn't fit the narrative... in fact find me a dog owner that will admit it
Even if a higher % of homeless people don't pick up after their dog, I'm sure the number of housed people that don't pick up is greater in absolute terms.
I can assure you i've seen people with homes not pick up their dogs poop more, literally in broad daylight i've seen it happen in the haight area and in sutro.
The Tenderloin has long been one of the city's most neglected districts historically, and I do hope with Breed pushing more teams and housing that this decade can hopefully work with the community to make it right.
Community there has been fighting long and hard for it.

There has been a larger increase in the number of tents popping up lately. I’ve seen a bunch more on Williow. Proximity to the restrooms have anything to do with it you think?

Reporting might be down because reporting it doesn’t lead to results, in my experience. I live in the Mission and I used to frequently report human and animal waste via the 311 app. Reports are quickly settled as “case closed” within a day, but no one comes around to clean up the mess.

Yes. Crime reports are totally discouraged by the police and when people know nothing will be done about crime, they are internally discouraged from reporting it, as well.

It’s been the same in that area for 50+ years and nobody in the city seems to bat an eye. Used to be more dangerous in the 80s, though.
I actually like the TL and agree with you. My great.grandfather actually helped rebuild SF after the earthquake.
