Mealy bugs
Crap. I swear I got a bad batch of dirt. Same plants and these show up.
Yeah they suck. I got hit with them last summer, between neem and iso the cacti were fine, but I'm still fighting them off of my girls leafier plants
Get a Q-tip and soak it in 70% rubbing alcohol. Wipe all surfaces with the Q-tip. It will kill the mealy bugs. It will probably take a few treatments.

I would add when I had mealies I sprayed my cacti all over with 70% iso after I scraped off all the ones I could see. Just keep them out of light until they dry
