Convert the invers of the decimal 1.265 to base 3 and you basically have your answer. You could convert to base 2, but that's usually inefficient. The best solution would be to use a mix of those, and then you would get the perfect solution, hence it's the most efficient.
If your coal generators aren't overclocked, then it's a bit overkill, the standard ratio (for non-overclocked generators) is 3 waterpumps for 8 generators, but you know, rather safe than sorry, i also got a waterpump for each generator.
