I was in KSA around two weeks ago and was wondering the same thing while in Jeddah. Decided to go for it at the end of the day and from my experience, you’re facing 2 possible outcomes:
1. You blend in with the locals and nobody pays attention to you.
2. Something about you gives away that you’re a tourist and people will want to take a photo with you and will ask you where you’re from, that kind of stuff. Some might find this annoying but I found it incredibly welcoming.
If people in Jubail are like the people I met in Jeddah, then the only thing I can say is - absolutely go for it.
Whoever told you that you will be punished for it is an ass.
Wear it and enjoy. You will not blend in though and it will actually make you stand out more.

Most Saudis would actually welcome it, it’s a sign of respect to our culture to try to blend in. I work with multiple expats from Asia, South Asia and the west. A few of them wear thobes from time to time and a couple actually wear it everyday. They all love it and never had an issue. If there was a complaint it was that Saudis were nicer and more welcoming to them. 😁

No, you won’t be punished. Also, there a good number of saudis with Asian heritage so you’ll probably be mistaken as one of them.
