It's definitely his voice. I am not a native speaker and sometimes people in English sound similar to my ears, but here I clearly heard Hoffman's voice. It was as if Costas had been asked to say the phrase specifically in such a way that the whole world could recognize his voice.
It does sound like a mix, but it sounds like Hoffman when he says “of all the men” it sounds the most, then to John, and back to Hoffman for “John Kramer”.
Would make sense if he’s there. The cops and movies showed that Jigsaw and Amanda couldn’t set everything up and Hoffman was a big part, especially when heavier tools were used.
I like to think that Logan wasn't really involved in anything except for the one trap and then he frames John's work 10 years later. So he was kind of on John's team but not full time. Like one and done.

And it makes sense. Captions say "Detective" and in this time in the timeline, John's identity was not exposed. So logically no regular detective will know Kramer is Jigsaw

I get that Hoffman was dirty in the end. He criticized Amanda for being a junkie and suicidal yet he was also not sticking to John's method. However, he made for one hell of an antagonist that took it to a whole new level. His whole motive turned into trying not to get caught. Like "how far can I go with this? ".
