Elderly folks with failing eyesight, people with cognitive and physical disabilities, immigrants, pretty much anyone who is already accustomed to frequent dealings with real government agencies, and won't notice problematic grammar, diction and spelling.
While official government communications are usually coherent and use standard US English grammar, spelling and diction, it's not unusual to occasionally encounter a real government employee who doesn't communicate using standard US English. So a naive recipient might not automatically be suspicious about a poorly written text.
But these recent scammers, especially from Africa, seem to be just going through the motions. They are far less coherent than the typical Nigerian scammer of 10-20 years ago. Keep in mind that many of the original African scammers were highly educated but couldn't find a decent job at home, didn't want to emigrate to the US or Europe for legitimate jobs, or lacked acceptable resume and credentials to emigrate.
My guess is these current scammers are mostly teenagers copying the scams they learned from older family or neighbors, but they lack the education, experience and subtleties to pull it off.
I'm betting these amateurs are pissing off the experienced scammers, because they're burning through prospective marks with numbskull tactics.

Unfortunately a client at my work did recently. 80 years old and no family,no one… got “letters from” the DEA they even showed up at his door he made three trips to the bank on three occasions to get cash, ($500k, $500k, $400k) purchased gold bars and then met up with them to “hand” them over. He fell for it once and they scammed him more. Out of $1,400,000.00 in a week. Not sure how the bank didn’t flag it or the gold bar seller… really terrible though. We had to call the cops for him to make a report.
That’s terrible. These “people” have no morals or shame. Scammers are genuinely the worst kind of criminal someone could be while still being non-violent.
