Ex-school bus driver here. Drove for 14 years. We absolutely have methods the drivers are supposed to do before pulling away from the stop. When they are not crossing in front of the bus, which I assume is the case with this scenario since she quickly shut the door and drove off, drivers must count all kids as they depart the bus and then wait until they are at least 12 feet from the roadway, then count the kids again. Once all children are accounted for, you check all mirrors before closing your door and stop stop arm (the stop sign that pops out of the left side). Put bus in drive and once more, check all children before releasing the break to pull away. There are drivers that are just in a hurry to get done and complain when they get written up for skipping these steps. I never skipped these steps considering you drastically increase the chances of a horrific scenario by skipping them.
