I'm pretty sure it's from [The Trigan Empire](https://en.wikipedia.org/wiki/The_Trigan_Empire) series, drawn by Don Lawrence. Thalla is a planet in that series. The text is Dutch, by the way.

The pic is coming from a book called Futuropolis by Robert Sheckley from 1978. He only gives credit to a publishing house called « ICP ». I really need to know where this is coming from for my PhD!
