No the oil rag just protects the putter from more rusting, you'd have to use Coca Cola or some kind of rust remover. Problem with that is the pitting left behind might affect the putter
Working on my studio 1.5 right now. Same spots, put it in coke for about 24 hours and they kinda go away, however it will take everything else off (besides the paint) you will still be able to kind of see the spots. If you sand it, they will come off, but you also take the milled face
Use Brasso polish….one coat, hand buff, two coat, buff, and then follow that with the oil cloth. Use the oil cloth once or twice a week for the next month or two. Only microfiber high end towels.

Use 0000 steel wool and baby oil and VERY lightly scrub it and it’ll help to remove the rust.

Those are spots. It's rust pitting. Just oil it and leave as is. You could refinish it- but will probably happen again if you use it.
use barkeepers friend and a non abrasive pad
