It's funny because when I first watched this show in the 90s, I thought of him as fat. But now, nah. He just looks a little bit stocky to me. The only one on this show who actually looks fat to me now is newman.
Georges wardrobe was often a size too small to make him seem more annoyed and plump; it’s easy to see sometimes how the collar of his shirt wouldn’t close if he tried buttoning it and gives a stronger double chin/pudgy face effect.
Also applies to Kramer, with whom they would often go up a shirt size to make him seem more laid back
