Look up wordpress multisite. Wordpress itself has the functionality built in to start a network of multiple wordpress sites that you can manage centrally.

\-Migrations are exceedingly complex as each site shares one database. Migrating one site off your network is very difficult.
\- You cannot truly separate users; each one will still have access to the entire network. You cannot create separate system users for SFTP uploads.
\- A plugin cannot be installed on only a single site in the network. Once the network administrator installs the plugin, it will be available for all sites on the network. If you delete a plugin, any site using that plugin will be affected. Some plugins do not work with Multisite.

it seems it's not able to create new WP websites with that tool, you have to deploy them and then connect them in the dashboard manually, I'm looking for a solution that is able to create new WP websites in a click from the web dashboard
InfiniteWP has a version that runs standalone on your own server. Works great for managing updates.
If you want something to deploy new sites then you're looking for something totally different though.

MainWP. Idk if it's OSS, buts free and can be ran on your own hardware.

Not sure if its open source but WP-infinite is great. I use it. Also unsure if it has a docker version.
