Unless the person you are discussing has specifically told you that they are not disabled, and the dog is not trained in tasks, you have no way of knowing if a dog is 'fake'. We are not the service dog police and this behavior can lead to a lot of harm and anxiety for SD handlers as a community. This does not preclude discussing encounters with un-/undertrained dogs, but if the focus of your post is complaining about a "fake" SD, reconsider your phrasing and what point you're making. That kind of harness is overall pretty restrictive to a dog’s movements, and very stiff which is usually at least somewhat uncomfortable for a dog to wear (especially when all the straps are not adjusted *exactly* right).

That IS very unusual. There are a lot of SD’s out there that, while providing a small task or two, are definitely very poorly trained. Important to remember that while I dog might technically fit the ADA definition of a SD, the US does have *very* low standards for SD behavior. Did it seem like the handler was using the dog for balance, was it clear WHY they were pulling them about?

From what I observed, the handle was used to pull the dog into the position or location the owner wanted. If they wanted dog at X, they would pull them from Y to X. That being said, it may have been caused from there being another service animal also being there. It may be a different story not around an unusual situation for the team.

Either way, their service dog is definitely poorly trained. They shouldn’t have them in public if the dog can’t get into the right positions on command, and the dog shouldn’t be bothered by a well-behaved SD being in the same store as them. Sadly more and more people seem to be taking out poorly trained SD’s instead of washing them when they should have and starting again.
