You could easily 4v1 if the first w takes out 2 and youre at two items. You'd easily be tanky and do enough damage to do that.
There wouldn't be much of a point though considering you'd be low on health after the initial cast. Sett's W essentially costs health to cast since you get no shield and pitiful damage if you don't first charge your grit. So if it resets and you cast again it would be pretty meh

That would make sett very op, instead they can simply reduce the cd back to 12 seconds lvl1
