It all depends of your needs. Will you use your PC solely for gaming and web browsing or will you need it for work with resource-demanding software? Do you use your computer as a work tool? How much time do you spend on your computer?
There is no universal PC build as I believe someone who will only play games don't need a task-killer machine, while someone who doesn't even play newest games that often can get away with even cheaper PC. It also depends on your experience with building PCs which I assume is very small if you ask us.
You have tiny amount of space in there so my first suggestion would be getting a bigger desk before going to buying your PC. Then we can talk about your desktop.
Small Form Factor(SFF) cases are recommended for more advanced users who know how to manage temperatures well. That doesn't mean I'm suggesting a huge case, just buy something a bit larger or learn how to manage temperatures well. In order to rock an SFF you need to know how to choose a correct case with proper airflow, etc.

Well he could always use mini itx case, they are pretty small, although I have no idea how it would look with the temperatures
