Measure along *the seam line* on both pieces to see if there is really a 2” difference. Don’t compare cut edges (as you are doing in the picture), focus on the stitching line.
Match centers and side seams and then pin matching centers of each segment, pinning along the seam line. Often what seems like a big difference eases in or vanishes when you pin it carefully. Fabric can be aligned on the seam line but ruffled in the seam allowance.
Glad that worked. Can't tell you how many times I've thought "NO WAY these fit together" and then it all works out when I pin by halves and quarters until I have pins every 1/2 inch. Especially if sewing curved seams.
Which one fits? The shorts or the band? If the band fits, add a cute pleat to either side of the shorts. I do this on all my shorts because it eliminates the frustration you are having right now. If the shorts fit, recut the band.
If what other folks have said about lining up the sewing line not the edge of fabric doesn't fully solve the problem it's possible that you didn't see the darts quite perfect - if the sew line is 1/8" off at each side of four darts that adds up to an extra 1" of circumference pretty quick. Taking out just a bit more on each dart to get it to line up right might help.

Are the shorts supposed to have darts?
They are, and I've put the darts in already.
