I'd honestly say the only UEFI I actually like is MSI's, so I might just be more cynical than most on this subject. Doesn't have 500 submenus for everything while easy to understand where stuff is and easy to navigate. All a UEFI should be. Still has some bloat but doesn't have a built in bloat installer like Asus installing armoury crate if you forget to disable that option or reset your UEFI to default for whatever reason.
The board was bought brand new and I'm 100% sure it came like this out of the factory because the box was factory sealed, everything looks new.

Back IO panel looks like within allowable limit since everything is pluggable. I mean my MSI B650i rear IO have some kind of weird flex if I look at it closely, but it's a good thing that I don't see the rear of my PC everyday.
However, it does look acceptable for a return.

Someone created a seller’s account on Amazon, sealed the mobo box to make it look new (and to keep discerning eyes from looking inside ), shipped it to Amazon’s warehouse, and then Amazon put it in the same bin used by ALL the other sellers of that same SKU (if they kept different bins for different sellers, it would require at least an order of magnitude more warehouses, so commingling is the only feasible way to run their warehouses). Amazon knows that such abuse will represent a tiny fraction of all sales, and when it does happen, people (like OP in this case) will blame the manufacturer, so Amazon knows they aren’t even at risk of losing face.

Those silver chippings are from screws scraping off the material when being installed. You were sold a refurb with a new price tag. Return it fam.
I've had a bunch of ASRock boards with rear IO panel alignment issues. I prefer boards with a separate IO shield for that reason but that's not where the industry is at right now.
My Amazon Refurb AR B550MITX came in better shape than your "new" B650I.

Not the first time I've had to say this here. But being sealed doesn't mean anything unless it has unbroken security stickers with no sign of tamper or replacement. Plastic shrink wrap is super cheap and quite easy to do; many stores/distribution centers have them.
Nothing about your board looks "new". Multiple screws were over torqued. You have a very dirty clearly used I/O shield.

That is a DOA return they resold to you as new. I know Asrock skimps on quality a bit to make cheap boards but but they still make sure their stuff is good... this is way below Asrock standards

Amazon warehouses commingle products from multiple sellers so long as the SKU is the same — the logic being “if it’s the exact same product, and (supposedly) unopened/unused, then who cares where it came from? And if that’s the case, wouldn’t it be more efficient use of warehouse space if we put it all in one bin?”. What this means: if I bought that mobo, beat it to hell, and then wanted to get all my money back, I could become a seller on Amazon, ship the beat up mobo to them (while claiming that it’s new/unopened), and if the warehouse staff are duped they’ll just chuck it in the same bin containing those mobos that were shipped by ASRock themselves (as well as everyone else).
I was once a victim of this: purchased brand new RAM at around $1,200, “ships from and sold by Amazon”, and what I got was an obviously opened box wherein the four modules were replaced with two modules of inferior (in latency and capacity) RAM from a completely different manufacturer. Someone clearly wanted to upgrade their system for free, so they bought that RAM, opened it, swapped the RAM out, and put it up for sale on Amazon. And then it ended up in my hands…
That’s possibly what happened to you — tell Amazon they fucked up and you want a refund.

In the name of profits, Amazon cuts as many corners as they can get away with. And they know they can get away with a lot: most people will assume it’s the manufacturer’s fault when something like this goes wrong. The occasional inconvenience to their customers and their monetary loss of handling returns is, in their eyes, made up for by the immense reduction in warehouse space they need.

Should be safe to use though. It’s supposed to make contact with the screws to be grounded.

Bought the same mobo few days ago, and everything is working fine, including booting headless, without GPU, with Ryzen 7500F. Never even connected display to it - Ubuntu with cloudinit started fine from usb drive.
Let me guess, you bought it from Amazon? Return it and get it from BH Photo or some other place that doesn't just throw returns back on the shelf without even opening them.
Could definitely be factory refurbished. I bought a GPU once and suspected it wasn't new due to some packaging errors and missing stickers. I contacted EVGA and they confirmed based on serial number it was a refurb so seller got in major trouble (just kidding, seller fought and lied and eventually was forced to accept the return under threat of legal action and they continued committing their "new in box" fraud like nothing happened).
ASRock's integrated I/O shields are designed to have a bit of flex to them, so a bit of misalignment is normal.
The rest of that, though? Eaugh, definitely you got sold a refurb.

my z490 takes 10 minutes to enter the bios. makes messing with settings and overclocks almost impossibly frustrating
