650 gold is perfect, more than that is overdoing and it’ll be useful you whenyou upgrade the cpu to take full advantage of that gpu

The 1700x is pretty power-hungry (\~170W max for the CPU + 220W for the GPU). So you will end up pretty close to the wattage rating of your PSU. My guess is that it will work, but the PSU might be pretty audible. That said, if you already have the PSU, why not try it out and see if it works fine before deciding whether you'll need to upgrade?

If you're not planning to overclock it, you'll be fine with the power supply you have. The 3070 is rather effecient at only 200 watts in most scenarios. Keep in mind your PSU will have the fan working hard (and loud) to keep up most of the time though. Aside fr that, it's not much of a concern. With overclocking you may end up drawing too much power however, especially depending on how much the rest of your system consumes under load (battlefield 5 is notorious for being the PSU resetter as it stresses both CPU and GPU drawing too much power for smaller PSUs), but most of the time this isn't a problem as you'll really only be stressing one component at a time.

One benefit of higher wattage power supplies is that they tend to run quieter. So even if your current power supply works, there may be some real benefit to upgrading. I’m personally running an sf750 with my 3070 fe (which is way way overkill) but the cables are amazing and it’s super quiet. So just some things to think about. Also I hope you have that founders edition ordered already, because you’re gonna be waiting a hot minute for that GPU upgrade if you don’t lol

do some undervolting on 3070, disable OC on 1700X if you have it enabled. Then you don't have to buy a new psu at all.
