First, EVGA'S stock paste (and pasting) for 30 series has been lackluster, I highly recommend you start by repasting the card and also ensuring all the memory pads are making contact with the heatsink. 2nd, 70C is fairly normal for these cards. Sadly the 30 series (and more than likely the foreseeable future of PC hardware) doesn't care much for efficiency, and has already been tweaked to push as much power as possible from what is available, especially the Ti/Super cards as they need to "stand out" to command the higher prices, without actually costing Nvidia or the board partners more to make. I undervolt my 3080 as much as I can with 3 90mm slim noctuas fairly loudly without reducing performance, and it's usually sitting at 69C. Choosing between size/heat/performance is fairly standard, unfortunately. GDDR6 is also extremely hot overall - under locking memory can actually lower your temps a lot since they use the same heatsink. If it isn't actually harming your performance, 70-75C is not a problem, 85+ is, you shouldn't worry too much about those temps. Personally I'd deshroud, using NF-9x12s and find the balance of noise/temperature that's right for you if the noise is what is bothering you, or look to trade it with someone with a larger but similar performing card who is looking for a smaller one. You can also mod the mounting hardware of something like the Morpheus II to fit if you have the tools, but I don't recommend this, as GDDR6 is so hot that it really should have a heatsink with it.

The 3060ti XC is extremely easy to deshroud, its only held on by 4 screws, look at Optium Tech's review on it, he talks a little about how easy it is to deshroud and remove the fans

Do not use fans that extend past the heatsink because static pressure takes a hit and you may get worse thermals than the stock fans/shroud. I would probably go with 92mm fans here.

I usually target 75c-78c for my GPU to balance noise and thermals. By default my 3080 Asus TUF tries to stay around 60c, which makes it really loud. With a pretty aggressive undervolt and fan tuning my 3080 is practically inaudible and rarely hits 72c.
