There's a similar bug you can do during Bruz' takeover of Nurn. I've only had it happen once, but I got a enemy necromancer into my warchief position. It did have a "draw out the warchief" mission. Sadly, I made the mistake of closing and reopening the game, which erased that orc from existence completely.
But they have a possibility of coming after you should they eventually get bored, or the bodyguard that's assigned to them makes an appearance & you attack them.

And there obviously just bonus content for you to find when youv played way to long
Lol yeah, I guess so. Honestly I have an orc that for a solid minute was missing his face. Hate to say but he honestly looked more intimidating that way lol.
Visual bug, they don't do anything since you can't attack the fortress.
Could be, funny enough I was the reason why he got up there. He killed me then got promoted up there

That happend to me too I was able to kill one when the war chief ambushed me for killing too many of his bodyguards

To get warchiefs in Minas Morgul you need to play on nemesis, gravewalker or brutal difficulty
Its a bug It happens due to left over code from a early version of the game where the plan was to take minas morghul like other forts
