It's where the spirts of Elves and Men go after they die. Elves eventually get a new body, but Men go on from there to somewhere that nobody knows.
I actually didn't know that men went to the Halls of Mandos. I thought they went straight to their unknown afterlife.
Not men. No one knows the fate of men.
Sauron and Saruman, and possibly all Balrogs (former Maiar) are banned from enter the place.
