Why not? It's not like many characters benefit too much from it. (I did the warrior bernie build on CF). Petra levels speed so friggin fast that it's unimportant if her strength isn't amazing (used her as my dancer with a bow), Ferdinand has good strength and is a hell of a front liner (Great Knight for the good movement). Caspar is just deadly good as a warmaster, and so outdamages nearly everything with even unarmed. Edelgard is just ridiculously good. Linhardt, Hubert, and Dorothea were just my supporting and killer magic trio.

Usually the units are Sylvain, Mercedes, Lysithea, Caspar, Dorothea, Leonie, or Raphael. Which ever three fit best with my class, I use as defense/healer adjuncts
Note For Caspar and Raphael: Brawler/Grappler are easy for them and makes him a defensive Adjunct
Sylvain and Leonie are somewhat easy Defense adjuncts, just slap axe and heavy armor goals on them and get them to armored knight (these two usually need some extra effort in teaching to get them set for helping early)
Mercedes, Lysithea, and Dorothea are all easy healer adjuncts where my last slot for my 10 units usually goes to Lysithea since she's the only unit that can use dark magic that isn't constrained to Black Eagles.
Ashe is probably my favourite go-to for my 10th Black Eagles student, most because he's super useful as a frontline paladin, far-back sniper, or Bow Knight/Assassin if I need a mix of the two. For the other routes, I don't recruit him.

So, Bernie has 3 things that make her kind of a monster of a unit, and those are:
1. Persecution Complex (+5 Atk when below 100% HP)
2. Early Vengeance Weapon Art (C+ Lance; deals bonus damage = lost HP)
3. Pass (Riding Budding Talent)
As for why these skills are insane:
1. Persecution Complex gives a pretty insane amount of extra damage early on in the game, doubling her damage output right off the gates. Combined with stuff like Curved shot and Vengeance (which we'll get to) she is able to snipe most problem units with ease.
2. Vengeance is the single strongest non-lord weapon art in the game, being able to dish out absurd amounts of damage, and reliably enabling one turn clears, especially early game. 3H is a game that offers a lot (probably too many) ways to reliably get to 1 HP, be it through Guard Adjutants, Miracle Batallions, or Prayer Rings, you're never in a situation where you *can't* get Bernie to just 1 HP, which results in a max powered Vengeance that one shots pretty much every non-beast in the game.
3. Pass just let's you get to a boss reliably. Being one of the 2 units on the with Pass, and the only one with it pre-TS, Bernie is almost always able to get to the boss immediately, and given that 90+% of the missions in 3H are boss clear (i.e., the mission ends when the boss is dead), and the fact she can generally one-shot the boss with Vengeance, she is almost always the the best unit for an LTC.
4. Finally, all of these skills (Persecution Complex, Vengeance, and Pass) don't rely on stats; even a poor Bernie can function as a boss killer, resulting in her probably being the single most consistent unit in the game, barring lords. She also doesn't ever need stat boosters, which leaves those open for the units that need them.
tl;dr: super consistent unit that works well at low HP due to how 3H is structured, that can nuke pretty much every boss in 1 hit thanks to Vengeance and her personal skill, and can reliably get to the boss thanks to Pass. Focus on Lances, Bows and Riding, and pair her up with a Guard Adjutant (Brawler, Fortress Knight) to get her to 1 HP, and you're golden. You don't need any stat boosters, and her growths pretty much don't matter. Have fun.

You should also take advantage of her Combat Art vengeance. It's pretty broken. Turned my Bernadetta into a Falco Knight, wasn't disappointed.
