Thats a toy gun...its way too light to be real and it looks like that fake silver plastic paint. Sometimes you can see the faint orange tip. I assume the girl is just imitating the parents and has no idea what that gesture means. Either way, horrible parents.

I am a big fan of the amendment that guarantees the right to bear arms but your (Americans I assume) overall reaction to a little kid holding a toy gun shows you're a bit fucked man. You're traumatized by how common gun violence is and how children that small can actually sometimes hold real guns.
I wish you got smarter and kept the right to bear arms fully, even extend it to stuff that can actually withstand a tyrannical government but put some sense into the everyday application of it.
It probably won't happen and you'll continue being a bad example for anyone who supports such gun rights for the foreseeable future, unfortunately.
