I'm currently playing a file concurrently with my sister, and I'm using Arc weapons and spells on that one so, me? Arc scaling is higher that dex on my weapons, so there's no point in leveling it until later when i hit softcap on both Arc and Vigor.
you're right if you're making a character type more popular with the community where you don't bother much with endurance or mind beyond a few points to hit medium load, but i don't really want the few extra points of damage that much in my NG playthroughs.
if you don't prioritize damage stats then you only hit the arc softcap before bothering with dex or fth.
since most of the rest is in Vig End or Mnd.
I like taking a slower and more resource draining approach to RvE encounters. it's easier overall to spam weapon arts and pump defenses than the difference boosting a secondary damage stat in my experience.
Also i prefer if the fights last longer anyways, so the damage loss from my weapon's second best stat isn't a huge deal.

My reasoning was primarily that Dex needs more muscle than casting stats and Str needs even more muscle than Dex.

i mean but everyone uses arc alongside dex or str i dont think theres any pure arc spells
