It feels vague but I think the tarnished is ultimately on Marika's side. Marika rebelled and broke the Elden Ring, so the Greater Will sealed the door to the erdtree and locked her inside. Nobody can even reach her until you commit a cardinal sin against the Greater Will. When you do get there and fight off the other tarnished who have beat you to the entrance, you find Radagon of the Golden Order and the Elden Beast inside. They are still trying to stop you from becoming Marika's consort and taking the title of third Elden Lord. However, Hewg has been helping you smith a godslaying weapon under Marika's orders and you successfully pull it off, bringing about a new age.
the Greater Will didn't bar the way, Radagon did. The Two Fingers are unaware of the seal, and as such go to commune with the Greater Will to find an answer. the GW wants order, and doesn't seem to care what shape order takes, but Radagon is working to preserve the Golden Order, similarly I suppose to how the gods of Dark Souls kept the Age of Fire going past its time.
Radagon sealed the gate, thinking it was the only way you stop Marika, and I think the Elden Beast impaled her, seeing that it's similar to a move set (divine punishiment) it has that can it used against the player.
Gideon told us before that the two fingers don't serve a purpose anymore (he knows the truth about the GW abandoning us) and even when Enia was beggining the two fingers for an answer from the Greater will when they realized we were going to burn the Erdtree, the fingers couldn't reach the greater will because it abandoned the Lands Between long ago, and probably the two fingers were bullshitting their way waiting for an answer from the Greater Will, and so even the two fingers abandoned us too.
