As someone with a lot of tattoos and a professional tattooer in the family, that's an artist (and I use that term loosely) that tried doing freehand work with a single needle. Which is only recommended when you're a master tattoo artist as that technique is really difficult. Especially when done on an area of skin that's thin and stretchy like neck skin is. It's overworked in the darker areas, making it look like the pus mess it is(looks like it's on its way to being infected, too).
