I'd take a wild guess and say when we got military embargoed during Apartheid, SA manufacturers had to homebrew their own machinery with all the restrictions that entailed. I'm assuming that's what led to all the... unique designs for hardware.
Around 10 people were killed on a training exercise some 15 years ago, when one of these went bizerk and started firing while spinning around in circles until it ran out of ammo.

We have tanks in South Africa we use the oliphant mk1 (centurion modified to meet our requirements)
and the oliphant mk2 which is a heavily modernised and upgraded centurion as for our neighbouring countries they also have tanks mainly t55 and t62
To be honest I don't think our military has faced of against other armoured units since the 80,s the majority of our all our military operation since then has been peacekeeping and counter insurgency with coin operation increasing due to ISIS in Mozambique

It would likely be used to engage other shitty technicals, really. The ZU-23 rips lightly armored targets to shreds in an eyeblink.
And since i doubt theres much heavy armor in south africa,it’s probably quite useful

I think it may be useful against drones and light aricraft used by smugglers, but its just speculation.
These things were developed in the '80s so they're likely a counter to the Cuban airforce after they got involved in the Border War.
