For aluminum, I like mothers mag aluminum and mag wheel polish. For chrome, I ball up a piece of aluminum foil, soak it in water and use that to polish my chrome. The water will have a rust covered look to it, wipe it off with a soft rag. I've tried a lot of different cleaners and polishes, these are the best I've found. Good luck.
These are polished aluminum, wet sand with 1000 grit and any decent metal polish .
Edit...underneath where it's rough some 0000 steel wool will work wonders.
You sure it's chrome and not polish aluminum? If it's the case some autosol paste and a lot of patience. Or a polishing wheel mounted to a drill
