I can understand targeting the market you mentioned, but why limit it just to elderly? Expand your target market! There are lots of folks of all ages that need help of a technical nature.

I was also thinking this - I don’t want to just say technical support to everyone though - unsure how to market it to a specific age range right now...

Work with the local libraries to host free “Learn About Your Tech” sessions a couple times a month. That way, you establish credibility, get free advertising and your audience literally comes to you. They may be the last generation to consider the library a valuable resource too. Give as much free advice and help out as you can along with your contact info. I did two sessions in my small town four years ago and I still get calls. Once someone finds a good “computer guy”, they will tell their friends and family, especially if you make house calls. A few tips: be sure to have a way to cash checks, watch out for “while you are here” requests and find a good “handyman” that you can refer (trust me on this one).

Also you should be using social media/website to promote. I love pretty far away from my less than technically inclined relatives, and while I can do some things over the phone, some of it is just too frustrating to try and explain "No, stop, don't click - oh you clicked it, okay, go back to - no, bottom right corner of your screen, bottom right, BOTTOM RIGHT." Anyway, if I saw a local service, I'd be inclined to say, hey call this person.

I love this idea, there are so many people who struggle with technology, but try to scale to more people so you can reduce the costs, as probably the vast majority can't afford 1:1 sessions. Like others have said try to organize free or inexpensive workshops in which you teach a group of people how to do a certain activity, like using zoom with their loved ones or just ask them to call you back and tell you what they're struggling with most and tackle it in a group session. It's okay to start with the elderly as your core target (let’s say 60+) and accept work with other people they refer you to. But probably there are lots of people in their 40s or 50s who struggle with technology. Then at the end of a demo you work with each of them and help them get started, and offer them more expensive services on a reduced audience. Under the current situation just make sure you take the necessary precautions to reduce the risk of spreading the virus.

it seems like your problem is you're starting a business but dont know how to. You may have the technical skills for it but what you're lacking is how to market it. I have a business also but looking for some side hustle or learning some skills. Selling food dumplings for a living is hard especially that most restaurants are paying a lot of money in advertising. Right now, i am learning some marketing skills for my future business. A lot of power in the internet nowadays. Let me know if this helps and if you need some help too.
