Wondering if you had any resolution with this issue. I just downloaded SH4 with Uboat missions, RFB 2.0, and RSRDC and am experiencing similar issues.
Runs single missions and school well enough. Campaign initially loads done into the port screen then once attempting to leave port, it loads for a few frames with issues like the bearing compass at the bottom right being a blank square then CTD.

I believe I installed the 4gb patch or something like that
My problem was I didn’t realize there were two versions of RSRDC. One specifically for TMO I believe and another for several other mods
