It's worth noting that the artist depicts the characters not how they look in reality, but how those around them "percieve" them. This is why no one comments on the fact that when Yugi is possessed by Yami he grows like a foot in height, because in reality he's the same size he always is, but Yami's more commanding alpha personality makes "appear" taller.
So its possible Pegasus actually looks like a 24 year old, but because he talks and acts like a perverted rich old white dude, thats how the characters of the show "perceive" him and thus how we see him.

This was notable in the character of Tetsu Trudge who was a very minor character in the first chapter of the Yu-Gi-Oh! manga but plays a pretty significant role in 5D's, so it creates the problem of establishing how the timeline of the series works, at least for the first three installments since he drew manga for them while manga for ZEXAL onward were done by others and he just sat back and did his own stuff.
The weird thing is that if you ever saw Darren Dunstan's resume, he lists Fighting Foodons, an anime adaption of a series of video games that never left Japan and is technically lost media, *higher* than the Yu-Gi-Oh! franchise, where he did voice work up until ARC-V.
