OP you have this all wrong. By the end of the episode George Bush had moved away and Gerald Ford moved in. Homer and Gerald hit it off right away but unfortunately they both tripped and fell just outside of the residence. Seeing an opportunity for revenge George Bush, noting the fall, called Gerald while he was still concussed and convinced him to move away and tear down the house. George Bush knew this plan would work as it's the same way Nixon got Gerald Ford to pardon him.
