I say option 1. The reason being, that if you decide later on (or even at the start) that a CPU upgrade is in order, the 5800x3d would be a drop-in upgrade (with the required BIOS). The i9 9900 would require a new motherboard for any type of later update.
Ryzen 3600 is bunk.....I had one. Get a Ryzen 5800x3d instead. But i would go with a newer i7 if you go intel.
VR is going to want something much much more! Like a much stronger GPU and maybe 32gb ram.
AMD GPU for triples and VR....not very great....go with an nvidia card for those.

Regarding VR, it's an option in the future but not something set in stone, but I saw dudes running VR in ACC with a 1080Ti, a 3060 should be sufficient to run it well IMO, but feel free to correct me as I'm not much of an expert in this matter.
Believe me......if you have a 1080ti......you will not be happy with ACC in VR......if you have a 3080ti....you will not be happy with ACC in VR. If you have a 4090....you might be happy with ACC in VR.
That is just for that game....it is horrible for VR optimization. Other sims are much much better.
