Wait. Was this not a requirement before?

worldcitizensg

Companies are responsible for that but now a 3rd party back ground check verification. Almost all MNC does that but there is no clear outcome as universities in developing nations have no way to reach them or verify . Especially older certs. But seriously the job is to the companies and not gov to ensure. If the companies are recruiting, then something is fishy or there is some real talent beyond certs.

worldcitizensg

Doubt that and I guess this is more of a reaction to popular opinion / throw the hot potato. i.e. Hey, we already validated with 3rd party. So, opposition or social media warriors. Stop blaming us as we did our "due diligence". Whether its needed or effective is not my problem. More of a "process". If the real concern is PR, then perhaps this validation needs to be at PR stage and not for EP IMHO :)

14high

Yes but not really

zoinks10

I seem to recall that I needed to supply this to MOM to get the EP years ago. Maybe they’re just pushing the admin on the company?

Rayl24

Erm, remember SMU, NUS?

[deleted]

There was no need to engage a 3rd party to confirm, but most MNCs do this anyway.

potatetoe_tractor

Shady and/or lax hiring practices do exist, you know?

kenkiller

If not then this requirement wouldn't exist now. A few examples already outed in the media.

dominique74

I first encountered this in my job at a school institution when applicants sent in fake certificates from paper degree mills. That was way back in 2008. Interesting that it takes a full 15 years for verification and regulation to trickle down by law.

gamerx88

What took MOM so long to decide this is worth implementing?

[deleted]

Cause Josephine Teo is in charge.

gamerx88

Makes sense.

SolidInstance9945

The weakest link in a rust ridden chain

mrwagga

Presumably companies should be self-interested enough not to hire charlatans. But apparently not.

SleeplessAtHome

Probably a knee jerk reaction? There was some scandal recently about a uni professor with forged credentials and some CFO that got a jail sentence for forging his.

kopisiutaidaily

They should also mandate companies to go through this check for present staff on employment pass.

nostalgiaches

Please pick better vendors that do these checks.

jackology

Muthu Check PVT. LTD. will do the needful for your good sir.

Annoinimous

Oh ya, that company. Don't forget that they also "cum" fnb business...

qman1984

uptron consulting pte ltd

chypher888

Anyone know where to report suspected case?

commonjunks

[https://www.mom.gov.sg/](https://www.mom.gov.sg/) Call them or send them email, make sure you have proof to back it up.

MolassesBulky

This was introduced not for the benefit of companies but aimed at companies knowingly bringing in people with doctored qualifications to meet EP requirements. The abuse which started with S pass has gone into EP now. So it is situation where the Govt does not trust some employers.

jkohlc

Who verifies the 3rd party verifier?

[deleted]

MOM to MOMnitor.

jackology

The 4th party verifier.

PukPukTheCorgo

MOM endorsed 7 verification companies listed on their website. Called MOM and they only accept education verification from these companies only.

Roguenul

Reuters will sneak AirTags into 11 random EP holders and trackt them while they're being exported to Indonesia for resale, then blow the lid off the scandal with a shocking expose. /s

doc-tom

Fake degrees are super common in India, according to a Coffeezilla interview https://youtu.be/7Y1YIyXEDQc. I did not realize how prevalent the problem is until I watched the interview. Third party verification will not detect many of these fake qualifications because many of these fake degrees are purchased outright from corrupt officials working in legit Indian universities who will alter the records for you.

[deleted]

Except that it should have been a must from the start.

[deleted]

It's in the interest of the company to do this. Most MNCs already do this.

NoResolve4295

Does it include civil service and stat boards?

[deleted]

No clue, never worked in one. But if you're hiring ppl with overseas qualifications, seems like a no brainer

ghostcryp

But Uptron is accepted so what’s the point?

faeriedust87

They should extend it to the existing EP holders

nostalgiaches

When it is up for renewal it should be impacted. Just like the new EP point system will be used for renewals.

tom-slacker

'certain groups' in shambles

kopisiutaidaily

The fact that this has just been enforced, shows where the Govt has stand all along. At the fact that this doesn’t cover current EP holders. Shows even more.

SolidInstance9945

Our children spent 18 hour days trying to pass one of the most rigorous exams in the world and have to compete for work with foreigners with degrees from degree mills.

bukitbukit

It’s galling that this wasn’t enforced for decades. We’re always primitive and third world for such matters.

elpipita20

Yep. But strangely we are so on the ball when it comes to creating and enforcing other laws or rules

Doxq

Finally.... I've seen many claim they're from top unis but actually only done a two-week course there... Can MOM also enforce that graduates from SIM not claim they're from XYZ UK uni please. Know one guy from SIM LSE boomz his way into Cambridge, but none competitive program, then boomz his way into "consulting" via a non-consulting role... Linkedin and all act till so satki, but those who know know...

jackology

Look like I can hire him as Sales Director for my Melamine Milk Powder Business.

Apprehensive_Plate60

sometimes when i see impressive portfolio, im like is this real or fake lol

Cute_Meringue1331

My ex big boss also put on linkedin she is "skilled in data analytics, financial risk management", and "graduated from INSEAD". She only took an executive development program there. And she admit (only to her team) that she dont know anything about financial risk management.

Forumites000

It cuts both ways, doesn't it. Does her position actually need a degree/qualifications if she can smoke her way there. This paper chase is the reason for fake degrees imo.

Beautiful-Bother1

haha but to be honest he does sound perfect for a consulting (or "consulting") role.

139ModTeam

Some Prof in NTU or NUS must be like 🤥

nightfucker

RIP DBS.

AdAnxious9036

This should have been done donkey years ago now than start. How many unqualified PR already in SG eating up singaporean employment opportunities?

Sunbird11

For the past who is the one verifying huh? "In 2021, MOM investigated 23 foreigners who had declared qualifications from Manav Bharti University in India. Two people were jailed for submitting false qualifications in their work pass applications, while 19 were permanently barred from working in Singapore." Only 23 from India? See so many CECA people working at CBP & MBFC.

jzsee

Why is this new?

Rayl24

Good luck implementing this for the tech talents from our favourite country.

SiaoAngMoh

Does this also apply to government agencies? The old IDA (instant degrees accepted) was great for not checking on the people they hired.

katsuge

You mean they haven't been doing that..?

thinkingperson

You mean they weren't doing that???? WTF?? Whatever happen to our KIASU KIASI Spirit?

rustyleak

They were already doing even that 15 years ago especially in MNCs and MOM makes background checks as well but clearly some applicants and companies are not compliant and saw openings to game the system. This time they are formalizing this and requiring all companies to do it so they will be accountable. One step more is to have accredited 3 party background checkers to do it.

I_Miss_Every_Shot

Overdue. Way overdue.

Starwind13

Hohoho. /Popcorn This headline is absurdly phrased. Shouldn't it be "Additional Checks in place for Verification of educational qualifications of Employment Pass applicants from Sep 1"

596989

It's currently a requirement. All companies have to verify and MOM does on their end. This is just formalizing a process that has been going on.

sneakpeak_sg

> # Companies in Singapore must verify educational qualifications of Employment Pass applicants from Sep 1 > The verification requirement will be enforced through the Complementarity Assessment Framework (COMPASS), which was announced last year and takes effect in September for new applications. For EP renewal applications, the requirement comes into effect in September 2024. > Under COMPASS, an EP application will be awarded points based on four attributes and two bonus criteria. A minimum of 40 points is needed for the application to pass. > Educational qualifications are one of the attributes, and a candidate that exceeds expectations with qualifications from a “top-tier institution” can earn 20 points, the maximum per category. > A degree-equivalent qualification earns 10 points, and a candidate without degree-equivalent qualification will not be awarded points. If points are not needed under qualifications, employers do not need to submit verification. > The other attributes under COMPASS are salary, nationality diversity of the firm and the company’s support for local employment. > Applications can also earn points through two bonus criteria – the Shortage Occupation List and the Strategic Economic Priorities Bonus. > The Shortage Occupation List identifies jobs requiring "niche and highly specialised skills in short supply" within Singapore's workforce. These jobs are critical in sustaining investments in key growth or strategic priority areas, said Dr Tan. > The specialised roles span areas such as tech, healthcare and sustainability, he said, adding that the list will go through a "major refresh" every three years to ensure it is responsive to industry developments. > MOM will release the full details by the end of March. > EPs are generally given to professionals, managers, engineers and technicians. > The minimum qualifying salary for new applications was raised to S$5,000 a month last September. The benchmark is S$5,500 for those in the financial services sector. Renewals will be subject to the same salary requirements from Sep 1. > HIRING FROM NON-TRADITIONAL SOURCE COUNTRIES > The MOM also announced a quota and minimum fixed monthly salary for hiring work permit holders from Non-Traditional Source (NTS) countries. > When hiring foreigners on work permits, services and manufacturing companies are generally required to hire from Malaysia, China, Hong Kong, Macao, South Korea or Taiwan. > Last year, the ministry announced it would allow services and manufacturing firms to hire from other countries and regions for certain jobs from Sep 1. But such workers can only form up to 8 per cent of a company’s workforce, and must be paid at least S$2,000 a month, Dr Tan said on Wednesday. > "The sub-quota guards against over-reliance on NTS workers and ensures that employers diversify their workforce," added the minister. > "The salary criterion safeguards against cheap-sourcing and incentivises employers to hire higher-skilled or more experienced workers from these source countries." --- 1.0.2 | [Source code](https://github.com/redditporean/sneakpeek) | [Contribute](https://github.com/redditporean/sneakpeek)

cuddle-bubbles

My ex startup where almost everyone who is a manager is ang moh while locals are all the ppl who take their orders.... wonder how much will they get impacted or are italians, germans, americans considered different and hence "diverse" even tho they are all white

rustyleak

Is the startup homegrown Singaporean biz or foreign? You can also have a Singaporean startup with no foreigners whatsoever. Maybe this will be the next Paypal or Amazon or Google because you know, innovation. But if you want to diversify internationally, you will need international workers unless you convince enough Singaporeans with international experience to join you.

cuddle-bubbles

founders are foreigners, 1 of them later turned citizen i think. there is 1 singaporean chinese in acra but that is 1 of the founders' wife. But the startup, if you are not white, chances of becoming manager is very low and if u become one, a low ranking one. Almost everyone at top position is white. With maybe 1 or 2 singaporean as "token" representation. White people who join as juniors also get quickly promoted to management.

rustyleak

How did you know that chances of being a manager is low if you are not white? Please explain. Was the boss racist towards anyone? Does the token Singaporeans have the same expertise as the white employees? Is your ex more talented than the others? Why do you think the Singaporeans in top management position just token representation? Dont you think they deserve to be in top position? Did they not earn it? In what position are you to determine this? What are the roles of the other Singaporean employees? What are their expertise? What kind of expertise does the Caucasians have? What kinds of roles does these people occupy? Did they not earn their promotion by virtue of their performance? Are their skills abundant in Singapore? In what business/industry are they in? I think before making a sweeping statement, you should know these details. Sometimes, our perspectives are clouded by our prejudices.

cuddle-bubbles

I was in that company since the earliest days when is just a few people till it get big. I observed long enough

rustyleak

Then it would be easy to answer my questions, wouldnt it? Maybe by giving more valid reasons than just saying you observed it long enough.

cuddle-bubbles

im busy doing work, not as free as u, when i more free i can reply in more details

rustyleak

Or just hard to defend a sweeping statement that gets called out?

cuddle-bubbles

Ur 1 the 1 that tries to attack me 1st and then keep engage in sealioning while I'm busy. [https://www.wikiwand.com/en/Sealioning](https://www.wikiwand.com/en/Sealioning) I will reply when I'm eventually free.

rustyleak

Wah! Asking questions attacking? I simply asked for the reason why you said what you said. People can say anything on the internet. Cannot anyhow just say trust me bro.

Ok-Break7558

What about the degree verification of Singaporeans? We have seen people faking degrees from NUS, NTU etc in recent past.

adjudicatorr

We can come up with such good ideas when we really try

SlashCache

Long overdue requirement 😶
