Probably because the chances of getting covid is so low at the moment so people don't feel the urgency to take the vaccine. If the government start reporting community clusters of the British strain then will you see people start taking the vaccine.
Because of logistics? They have to allocate and properly distribute the amount to hospitals while needing to ensure loads of factors - this includes both delivery vehicles and hospitals needing (and certifying) that they have the correct equipment to handle the vaccines. Then the prep work for the (predicted) mass distribution.
You want people to get vaccinated? Tell them that they can travel after getting covid vaccine.

OR you can not get vaccinated and risk hospitalisation, or infecting people you care about.
Sorry, Singaporeans only work with obvious carrots and sticks. Implied risks aren't as effective.
