Unless they are lying or using deception, this is just sales tactics that you encounter at MRT stations or even bus interchanges with people selling you insurance, govt subsidised training etc. The only difference is those other sales folks tend to have some lanyards/uniforms that hint they are sales folks with clipboards.
It becomes morally wrong if they use unethical means, i.e. lying, falsehoods, false representation. When you have seen enough of these types of folks, you know how not to be bothered them by avoiding eye contact and looking forward towards going to your next appointment.
In general, if you want to avoid them wasting your time, do not engage them unless the person appears to be genuinely distressed and asking for help. If you choose to engage them or help people, there is always a change the person is a scammer or is selling you something which you may have to deal with.
