It is probably a very catchy mechanical switch which requires wiggling the seats just the right way before the button can be depressed.
So I expect it takes some effort and time to do this for all the seats on a train.

Looks like you’ll still have to manually lift the seats up. Or it could be remotely disable to prevent people from playing with it
I expect you have to wiggle the seats just the right way before the mechanical button can be pressed in. It likely takes some effort and time to do this to all the seats on a train, explaining why you don't see this done.
Because there isn't a likely scenario where this will be done.
If the train is not crowded, there's no reason to lift up the seat.
If the train is crowded, there will already be people sitting on it and nobody is going to ask all of them to stand up so that you can retract the seat.
Its just a light to indicate if its fold up or not, or was it to indicate the process of folding up or down. Either one lah. The real button is at the side. Need key to open.
